House Passes Rep. Cisneros’ SBA IT Modernization Reporting Act

December 2, 2025

Washington, DC – Yesterday, the House voted unanimously to pass the Small Business Administration (SBA) IT Modernization Reporting Act, bipartisan legislation sponsored by Reps. Gil Cisneros (D-CA-31) and Brian Jack (R-GA-03). The bill will enhance the SBA’s ability to develop, implement, and manage future IT modernization projects and mitigate potential risks to improve the SBA’s ability to better serve small businesses.

Specifically, the SBA IT Modernization Reporting Act will:

  • Require the SBA Administrator to implement 11 recommendations made in the 2024 Government Accountability Office (GAO) report on SBA IT Modernization; and

  • Provide Congress with a detailed implementation plan and briefing regarding the actions required by each SBA office, and the timelines for completion of each action.

“With the passage of this bill, the SBA will better adhere to its duty to efficiently serve the small businesses of America,” said Rep. Cisneros. “This bipartisan legislation will strengthen the Small Business Administration’s IT practices and ensure the agency keeps up with the needs of today’s small businesses.”

“I’m proud our bipartisan legislation unanimously passed the House of Representatives yesterday afternoon. This bill will allow the Small Business Administration to continue doing what it does best - supporting the entrepreneurs and job creators who are the backbone of our communities,” said Rep. Brian Jack. “By strengthening and streamlining SBA operations, this legislation ensures more small businesses can access the tools, resources, and support they need to grow, hire, and continue to thrive.”
